The purpose of this guide is to strengthen internal capacity of Local Authorities for service delivery. It is intended to help strengthen the internal management practice through the measurement of compliance to lay down processes and procedures and policies, as well as improvement of record keeping and information management. The introduction of the performance assessment is designed to help Local Authorities evaluate themselves, take note of their performance gaps and address the weaknesses and challenges that come to light.

This guide provides a detailed outline of the process of implementing the performance assessment by Local Authorities of Zambia. It presents the indicators that will be used to assess performance as well as the data requirements for the measurement of the indicators. Clearly defined steps of the assessment internally within the Local Authority are provided.

In this edition, not all areas of performance have been included as focus has been limited to the areas which are performed by all Local Authorities nationwide. In this regard the performance assessment model takes an incremental approach where additional areas of performance will be included gradually. Before new areas are included after three years, an evaluation of the areas being assessed will be conducted.
