WDCs are critical for the functioning of rural development efforts, considering their envisaged role in sub-national development in Zambia. However, they continue to face challenges and inadequate capacity to execute their functions. This policy brief, therefore, explores the challenge of resourcing WDCs and the impact this has on the effectiveness of the committees as part of the institutional framework for development in executing their functions.
